Are there any repercussions by converting from shared to regular mailbox?

The only thing that you will need to do is assign a license to the account. Otherwise you will not receive emails.

What is the process for converting a room mailbox to a user mailbox in Office 365?

Hi James, by room mailbox do you mean resource mailbox? If so there is no need to convert them as you are not charged monthly for having them. However, if you want people to be able to get access to them you can login to Exchange Online > Recipients> double click the resource>Mailbox delegation and add the users who need access to it. If you want I can make a video on that too :)
