Likewise, issues related to economic inequality and public distrust towards the leadership became more serious in Korea.?Especially, after the recent Sewol Ferry Tragedy, Koreans show intensified distrust in our society as they witnessed that people in responsibility had no sense of ethics, self-sacrifice to protect our citizens but only had greed and selfishness. Most of the Korean citizens considered these incidents as characteristics of underdeveloped countries, and suggested that the Korean society has overlooked significance on humanistic education and moral responsibility, but only focused on rapid economic growth for the past few decades. In light of that, we decided a main theme for this year’s 9th?Global HR Forum as Human Resources for Trust and Integration, hoping that we can make an opportunity to discuss the ways to train and educate future talents who have solid moral foundation and can hold our society together. The DCR is a yearly report led by the Chair of the Developemnt Assistance Committee and one of the OECD's yearly flagship publications. Every year, the DCR addresses an important challenge for the international development community and provides practical guidance and recommendations on how to tackle it. Moreover, it reports the profiles and performance of Development Assistance Committee (DAC) development cooperation providers and presents DAC statistics on official and private resource flows. The current cycle of reports is designed to prepare for 2015 and beyond. The Development Co-operation Report 2014 is the second in a trilogy (2013-15) focusing on "Global Development Co-operation Post-2015: Managing Interdependence". The DCR 2013 looked at how to end poverty by 2030 http://www.oecd.org/dac/dcr2013.htm. What is the background to the 2014 report? At the Development Assistance Committee's High-Level Meeting (HLM) in December 2012, DAC Ministers called for modernizing the DAC statistical system and devising a new, broader measure of total official support for development. The 2014 Development Co-operation Report (DCR) complements work to fulfill this mandate by exploring the many potential sources of development finance, as well as the diverse means of mobilising additional resources to fund the implementation of the post-2015 goals. This will include a focus on mobilising financial resources from the private sector. The DCR 2014 will do this in three parts: In part one, the DCR introduces a number of different sources of finance currently available to developing countries: from official development assistance (ODA), to foreign direct investment and resources from institutional investors, to domestic revenues, philatrophy and resources raised by civil society, as well as remittances. Part two discusses practical means of mobilising further resources: for example, smart use of ODA to leverage additional resources and mitigate risks; policy reforms to improve the environment for investment in developing countries, mobilize domestic resources and combat illicit flows; and innovative mechanisms that can generate additional resources to finance sustainable development. In part three, the DCR explores how to mobilise resources to finance the provision of global public goods: for example, to combat climate change, promote peace and security, and create a fair and equal trading system. International workshop on Water Resources Management
The Institute for Environment and Sustainability (JRC-IES) organised an international workshop on the exchange of experiences in water resources management between Europe, China, Africa and Latin America, hold the 15-18 October 2012 on the JRC-Ispra site. The workshop was attended by 50 participants from all over the world: Southern and Western Africa, China, Latin America and Europe. The first day focused on the stakeholders of the water sector and on how they are involved in the policy making process; the second day included presentations on how to promote best practices in water resource management, including transboundary waters of international basins; the last day addressed innovative technologies for managing water quality and sanitation. Each day scheduled a round table on exchanging experiences on the three different topics. This was an important opportunity to show the central role that the scientific research community in the domain can play in gathering water science experts from four continents, addressing some of the most pressing issues that the policymakers face in managing this fundamental natural resource in the context of Climate Change. The Korean society has transformed into a multicultural society with more than 1.5 million immigrants and the number is expected to continually increase. In order to assist smooth adaptation and settlement, and facilitate medium—and long-term economic activities of multicultural families, HRD emerged as a critical issue. Thus, the administration has laid out the legal foundation and suggested a new phase of multicultural family policies. However, the Korean government is facing difficulties in fully embracing various economic needs of multicultural families and changes in life stages. In this session, national strategy measures through human resources development of multicultural families in Korea will be discussed, especially in the context of decreasing fertility and labor force participation rate.

While people in many developing countries are beginning to reduce gap with the West, people in fragile states are not. One reason is a lack of security. In countries like Mali and the CAR, only last-minute French intervention stabilised extremely dangerous situations, while the US Rapid Reaction Force sat in Stuttgart. We must end flip-flops of policy over intervention. Europe should take a long-term and consistent approach to building African capacity to intervene before security crises get out of hand. Natural resource extraction often fails to benefit the country with the resources. Resource extraction companies should be seen as custodians (much like banks). Key steps needed are: more transparency, on which there is some progress; more effective taxation, requiring better international rules and provision of qualified staff; and stronger action on corruption through making it harder to hide payments – including an international standard on public disclosure of beneficial ownership.
