When people who aren’t from the region think of the Ruhrgebiet, they often imagine either a shabby industrial world full of chimneys and coal dust or a desolate, post-industrial wasteland with no real future. But while the first image is one from the past, the second has major blind spots. As Burkhard Maaß is going to tell us, the Ruhrgebiet is not only green and abundant in nature, but it is also rich in universities that provide world-class research. That research can lead to new kinds of technology and new economic opportunities. And a very different kind of 21st century start-up: When you think of a start-up, you might think of hipsters sipping lattes in front of their MacBooks, working on the next big thing on the internet. The start-up Burkhard Maaß co-founded doesn’t quite fit that image: They work with heavy machinery. They melt. They cast. They forge. Exactly what people in the Ruhrgebiet have been doing for more than 150 years. Except that they produce some of the most advanced high-tech materials in the world – shape memory alloys. And they do so right here in Bochum, because here they have all they need – the scientists specializing in the field, a highly skilled local workforce, and a mentality that people have conserved from the old days: Be honest and work hard. We have learnt to build types and algorithms thinking in terms of values, their properties, and relationships. However, when it gets to the architecture of big software, we end up growing ad-hoc webs of mutable objects that perform poorly and are hard to understand, debug and maintain. In this talk, we will learn how to use value semantics where it matters most: for the big components of our system! We will present Immer, a very efficient library of persistent immutable data structures. These containers don't change their values, the are manipulated by producing new values. The old values remain there and can be read safely from multiple threads without locks. New and old values share common data---they are fast to compare and use little memory. As such, they are great for concurrent and interactive systems: they simplify the architecture of desktop software and allow servers to scale better. They are the secret sauce behind the success of Clojure or Scala and even the JavaScript crowd is loving it via Facebook's Immutable.js. Then we will put these tools into practice to build a text-editor, discussing its design and digging into code. We will show how striking simplicity that does not compromise performance. Okeechobee PA trying to stabilize values

In a sworn hearing on 12/11/13 at 1:00 PM located in the old Okeechobee County Courthouse, Okeechobee County Commissioner Bryant H. Culpepper revealed that due to the counties ongoing financial crisis, Mr. Mickey Bandy and Mr William "WC" Sherman of the Okeechobee County Property Appraisers office are actively attempting to stabilize values. Commissioner Culpepper indicates that this value stabilization scheme makes it easier for The County Commission to fund the county. The alternative would be for the various taxing authorities to raise millage (tax) rates. Citizens understand a headline that says the County Commission is raising their taxes. What the Property Appraisers Office does is cloaked in mystery to most. Therefore, it is more politically expedient to "stabilize" values rather than make tough choices. Apparently, this property value stabilization process is accomplished by excluding and not factoring sales of foreclosures into the ad valorem tax appraisals of Okeechobee citizens properties. In a recent communication by the Okeechobee County Commission to Florida Governor Rick Scott, the County Commission stated that Okeechobee County has the dubious distinction of having the state's highest foreclosure rate. Commissioners complained that over 16% of all loans are currently in some stage of foreclosure. Normally, high numbers of foreclosures would tend to cause property values to decline. This is indeed the reality in the Okeechobee real estate market. Evidently, the Okeechobee County Property Appraisers value stabilization scheme effectively results in higher property taxes for the people of Okeechobee County. This scheme by the elected leaders of Okeechobee County may actually cause some foreclosures which ultimately result in greater numbers of Okeechobee citizens loosing their homes.

People Are Making Big Money Kicking Detroit Residents Out Of Their Homes (HBO)

In the last 15 years, one in three Detroit properties have been foreclosed on. When most people think of foreclosure, they think of people who can’t afford to pay off their mortgages. But in Detroit, it’s often the result of people struggling to pay their property taxes. One big reason is that, in the years after the Great Recession, the city went bankrupt and failed to lower property assessments far enough to account for the impact of the housing crisis. While the value of residents’ homes fell, their taxes remained inordinately high, and tens of thousands of people fell so far behind on their inflated tax bills that the county seized their homes and sold them off at annual auctions. In recent years, the city and county have lowered assessments and offered reduced interest rates to some homeowners. But they have no plans to stop punishing those who were overcharged in the past. VICE News followed this year’s tax foreclosure auction and investigated how the county financially benefits from the process. As Detroit touts its comeback and celebrates its success in climbing out of the largest municipal bankruptcy in American history, many of the city’s residents remain on the brink of displacement. Dave Ramsey got his real estate license at the age of 18 and began investing in Real Estate in the early 1980’s…he’d buy foreclosures, fix them up, and sell them. So what do most investors do when they finance real estate flips? They take out SHORT TERM LOANS to save money. Loose lending practices in the early 80’s made this an attractive option for quick flip real estate investors…buy a property, immediately fix it up, and flip it within 45-90 days. By the time the deal is done, the loan is paid off. This is how Dave made a substantial amount of money, rather quickly, in his 20’s - and much of his one-million net worth was speculated from high appraised real estate values. But here’s where things went wrong…by the mid 1980’s, real estate values were artificially high, fueled by tax codes which made real estate a favorable method of tax avoidance. See, many wealthy investors chose to dump all of their money in real estate rather than other assets, which inflated values way beyond where they should be….that was, until, the Tax Reform Act of 1986. This changed everything and real estate values came dropping down as demand for real estate dwindled. At that point, his largest lender was acquired by a bigger bank, who began looking more closely at Dave Ramsey’s loans and determined they were too risky for them to continue renewing these 90-day terms. The bank demanded that he pay off his loan within the 90 days that was originally agreed upon, with no further extensions to given. He had invested in a market that was inflated by investors seeking tax deductions, on short term 90-day loans, expecting to flip the property for a profit. This is the BIGGEST difference between Dave Ramsey is this: I take advantage of long term, 30-year fixed rate loans that don’t change. My interest rate doesn’t go up, banks can’t just call it due anytime they feel like it, and the price is the price no matter what happens. When the numbers work, doing this is very safe and as long as the property makes money, your worst case scenario is usually just breaking even and then having a paid off home in 30 years. If Dave Ramsey had a 30-year fixed rate loan, as long as the properties cash flowed, he could’ve just held them…and if he held properties that he bought in the 1980’s, chances are he’d have a TON of money by now. Not only that, but if he took out 30-year loans, not only would he have very, very valuable real estate in 2018 - but they’d be ENTIRELY PAID OFF! Unless you tell them exactly what you are looking for they may pull comps that benefit them more than you. Calculating Sales Price: After removing all inaccurate comps, take the remaining properties, average their $/sq.ft and multiply that number by the total sq.ft of the property you are interested in. This will be a good starting baseline. You might need to adjust based on your assessments of other 'for sale' properties in the area. Old Works/East Anaconda Development Area, was used as the primary smelting and processing area from 1880 to 1902. The area contained over a million and a half cubic yards of soil, slag, and flue dust and was contaminated with a range of pollutants. EPA worked closely with ARCO (the owner of the property) and the community to develop a cleanup plan that not only protected people and the environment, but also preserved its historical significance and allowed for redevelopment. What this partnership unveiled in 1994 was a plan that included cleaning up the contamination and building a top-notch golf course over a portion of the area. They covered the contaminants with 18 to 20 inches of soil, revegetated the area, and installed a state-of-the-art drainage system. Montana's first Jack Nicklaus Signature golf course has proven to be a tourist magnet, attracting out-of-towners to the area who enjoy golfing, skiing, fishing, and hunting. This has had an immediate and positive impact on property values around the site. Numerous developers have expressed interest in purchasing land near the course, and more than 50 existing businesses have made improvements to their properties. Ultimately, renewed interest in the area will serve to help Anaconda transform itself into a popular recreational vacation spot. The barren and battered landscape is slowly being restored to its former beauty. Trout once again fill Warm Springs Creek, and the plant and animal life are flourishing. Property owners protest new appraised values

BEAUMONT - by Lauren Huet Some homeowners and business owners are protesting the appraised value of their home or business. Protest hearings in front of the appraisal review board began Thursday, and will continue through July 20th. One small business owner says she won't be able to afford the property taxes on her business's new appraised value. Thuy Truong owns Nails by Tweety off Highway 105 in Beaumont. She built the shop in 2003. Truong says she couldn't afford an architect, so she drew the blue prints herself and hired a contractor. Last year, her property was appraised at 69 thousand dollars. She was shocked when she got notice of its new appraised value this year. "200 thousand dollars versus 69 thousand dollars last year," said Truong. "So, basically they tripled it." Meaning a substantial increase in property taxes, so she went to the county. "They'll reduce it down to 125 thousand and I still did not agree with that, because this property is over ten years [old] and I have never done anything to improve inside or the outside." Truong protested to the appraisal review board Thursday. She showed pictures of her damaged ceiling and cracked parking lot. The review board listened to Truong and put her case on hold while waiting for new information. The appraisal district looked at her evidence and reduced her property's value to about 114 thousand. "The board will hear both sides of the protest, ours and the taxpayer's, and make a decision based on the preponderance of believable evidence presented," said Roland Bieber, the Chief Appraiser for the Jefferson County Appraisal Office. Bieber says property values increased 4 to 5 percent this year in Jefferson County. "Most of it is going to be market driven. The market is coming back," said Bieber. "When the market fell we reduced property values. Statistically, about 55 thousand of the 85 thousand homes in jefferson county stayed the same. About 17 thousand went up and the balance went down." He encourages those who would like to protest their property's appraised value to bring evidence to the hearing. "Bring pictures, pictures speak a whole bunch. Take pictures, if you've got a cracked slab, if you've got some areas of your home that are settling, if you've got rotted wood in your home, take pictures of it," said Bieber. Truong will have another hearing in a few weeks. She hopes the value is brought back down to 69 thousand. "I have 3 boys that I raise all by myself, and I try to be self sufficient, and not depend on the government, and not depend on anybody else," said Truong. Something she hopes to continue doing at her business.

Lamunta Williams was shot to death as he and some friends skipped class and hung out in an abandoned house just a couple of blocks away from the school.Williams' tragic death raises a larger question about vacant, boarded up houses. When they sit for months, even years without attention, they attract crime and drag down neighborhoods.We are digging deeper into the problem of abandoned homes, and you'll find out what neighbors and authorities are up against, when they try to do something about them.It's been months since anybody OFFICIALLY lived in one duplex in East Chattanooga. Unofficially is a different story. The night I visited, I walked right through the unlocked front door. There was a nasty couch.. Garbage piled up on the floor.. Dirty clothes somebody left behind. And a rat.. a big one, that ran behind that couch.It's a long way from that rat's nest to the Chattanooga city court clerk's office, where I found records pointing to the owner of that duplex . The records are littered with the word DEFAULT, meaning the city court judge found the owner guilty because he no showed. That owner is Robert Everett Stanard, who lives near Atlanta.. a web search shows. He has an undergraduate degree from Georgia Tech. He worked on his master's in Engineering at U-C Berkeley, He also owns Restis properties.He doesn't care, says Linda Robinson, who lives two doors down from another of his abandoned homes. He doesn't have to live on this street.. it really doesn't matter to him.AND according the city Stanard is Chattanooga's worst offender when it comes to abandoned properties. Neighborhood Services has cited Stanard and Restis 119 times in the last three years, for dilipdated buildings, overgrown yards, litter and dumping. Add up all those judgements up and they come to $19,272.60. Meanwhile, we've seen possums, rats, rats as big as possums, all come running out of that yard, says Jackie Bell, another neighbor.Neighbors have had enough, And not JUST with Stanard. We've called 311, and they've given us another number to call, says Robinson.Nothing ever gets done.Deputy Administrator Tony Sammons in the Department of Economic and Community Development, says his inspectors do the best they can. We have to follow the city code, Sammons told us, and there are certain processes or steps within that process that we have to take. Apparently, certain processes can take years.In the meantime, we discovered Stanard and Restis are also well known in the Hamilton County Tax Assessor's office. Since 20-10, Tax assessor Bill Hullender says the two together owe back property taxes totalling 79 thousand 6 hundred 31 dollars and 89 cents. According to Hullender, Stanard has been masterful at using bankruptcy filings to avoid that bill. Does it seem like Stanard knows how to manipulate the system? I asked Hullender. I'd say, he's a pretty intelligent man, Hullender told us.We have had no luck finding Stanard. His local office is shut down. None of his Atlanta phone numbers work. When you call his home to leave a voicemail, the message tells you his voice mail is filled up, and immediately asks if you're still on the line.That's when you are abruptly hung up on.Meanwhile, Stanard's neighbors suggest he consider the Golden Rule. I would ask him to come up here and live in his own house, Linda Robinson told us.So what CAN be done? City authorities can eventually seize Stanard's property and demolish it.. they say demolition is always the last resort. Records show, one of Stanard's homes was torn down just last week, and the hearing on another one, is scheduled for Wednesday. That process is slow and complicated by Stanard's FOUR bankruptcy filings.We'll let you know how the clean up is going..

It is the first time this has happened in seventeen years. The city Monday announced that on average house prices in Detroit have increased. City leaders say they hope it is a sign the city’s revitalization continues.  The housing value changes are more or less in different parts of the city, but overall increased about 6%.
