They were raised in the same home, with the same parents, had the same IQ, same skills and same opportunities. Each was married and had two children. They were all carpenters making $25 per hour. While they were very similar in all these respects, they had different priorities. For example, Tom, chose to work 20 hours per week, while his brother, Dick worked 40 hours and Harry 60. It should also be noted that Harry's wife worked full time as an office manager for a salary of $50,000. Dick's wife sold real estate part time 10 hours a week and made $25,000 per year. Tom's wife did not work. Tom and Dick spent all of their family income. Since they paid into Social Security they figured, they didn't need to save for retirement. Harry and his wife, on the other hand, had, over many years, put away money each month and invested it in stocks and bonds. Here's how it worked out: Tom made $25,000 a year, Dick and his wife made $75,000 and Harry and his wife, $150,000. When a new housing development opened up in their community, the brothers decided to buy equally-priced homes on the same private street. One day the brothers decided to pool their funds for the purpose of improving their street. Concerned about crime and safety, and wanting a more attractive setting for their homes, the three families decided to install a security gate at the street's entrance; repave the street's surface; and enhance the lighting and landscaping. The work was done for a total cost of $30,000. Harry assumed they would divide the bill three ways, each brother paying $10,000. But Tom and Dick objected. "Why should we pay the same as you?" they said. "You make much more money than we do." Harry was puzzled. "What does that have to do with anything?" he asked. "My family makes more money because my wife and I work long hours, and because we have saved some of the money we've earned to make additional money from investments. Why should we be penalized for that?" "Harry, you can work and save all you like" Tom countered. "But my wife and I want to enjoy ourselves now, not 25 years from now." "Fine, Tom. Do what you want. It's a free country. But why should I have to pay for that? "I can't believe your being so... unbrotherly," Tom argued. "You have a lot of money and I don't. I thought you'd be more generous." At this point, Dick, the peacemaker in the family, entered the conversation. "I've got an idea," Dick said. "Our combined income is $250,000, and $30,000 is 12 percent of that amount. Why don't we each pay that percentage of our income? Under that formula, Tom would pay $3,000, I would pay $9,000, and Harry would pay $18,000." "I have a much better idea," said Tom. At What Cost? Basic Economics of a Value Added Tax

Most developed economies rely on a value VAT for a substantial share of their tax revenue, so it is natural for the United States to look at the possibility of implementing a VAT, especially while huge budget deficits are forecast as far out as the forecasts go. While one can debate the merits of a VAT in other countries, the tax is clearly not a good fit for the United States. It would tax a base that has traditionally belonged to state governments, its introduction would bring with it intergenerational inequities, its cumbersome structure would impose large compliance and administrative costs, and it would slow economic growth. Reduced economic growth would diminish tax revenue from all tax bases. This study projects that if the United States introduced a VAT in 2010, its net effect on tax revenue would be minimal by 2030 because VAT revenue would mostly be offset by declines in revenue from other tax bases. Meanwhile, slower gross domestic product (GDP) growth would also mean that government spending as a share of GDP would rise. Why is a Value Added Tax (VAT) wrong for the United States? Holcombe is DeVoe Moore Professor of Economics at Florida State University. He received his Ph.D. in economics from Virginia Tech and taught at Texas A&M University and Auburn University prior to coming to Florida State in 1988. Dr. Holcombe is also senior fellow at the James Madison Institute, a Tallahassee-based think tank that specializes in issues facing state governments. He served on Florida Governor Jeb Bush's Council of Economic Advisors from 2000 to 2006, was president of the Public Choice Society from 2006 to 2008, and was president of the Society for the Development of Austrian Economics in 2007. Dr. Holcombe is the author of twelve books and more than 100 articles published in academic and professional journals. We will look at common words used to discuss economic matters, such as GDP, stagnation, fiscal, and more. These words and expressions will help you read financial news articles and follow economic reports on television and online. Today's lesson, we're going to look at business English. We're going to talk about the economy. Now, we're not going to get into too much detail. We're not going to get into economic theories, etc. What we're going to look at is some vocabulary that will help you read financial articles and newspapers, or online, or watch financial broadcasts on TV; CNN, Money Matters, etc., things like that. So, we're going to look at all these words. We're going to start with "GDP" because everything somehow relates to "GDP - gross domestic product". What is this? This is the total value, the total monetary value of goods and services produced within a country. So everything that the country produces from toilet paper to airplanes, and services from massage to heart surgery, all the money that's made from these goods and services together adds up to the GDP. So, when we're talking about GDP, we're going to refer back to this expression when we're talking about some of these other words. So, first, let's look at "fiscal". "Fiscal" basically means anything to do with money, anything to do with financial matters, especially when we're talking about taxes. Okay? So, when... The most common thing you'll hear is "fiscal year". So when we're talking about a company's fiscal year, we're talking about it's the beginning of its tax year to the end of its tax year. In some countries, everybody matches this to January to December; in other countries, you're allowed... Your fiscal year starts when you start your business, and then one year later is the end of your fiscal year. It's easier to match it to the calendar year, but... A "quarter". Now, you're going to always hear about prices, and stocks, and values going up or down over the last quarter or over the last two quarters. What is a "quarter"? It's basically three months. So if you're talking about the first quarter of the year, you're talking about January, February, March. That's your first quarter. Your next three months, second quarter. Four quarters makes one year. "Currency". I think everybody knows this word, but just in case, this is the money that is used in a country or a region. This is the monetary value that is used for exchanges, trades, investments, etc. In Canada, we use the Canadian dollar. In the U.S., they use the American dollar. Euro in Europe, etc. A "budget". A "budget" or "to budget", it can be a noun or a verb, means to make a plan on how to spend a certain amount of money. So, for example, a government has this much money that they need to spend, or they have a plan that they want to spend this much money. Now, they want to spend a million dollars. I'm being very simple, here; I'm not going to get into big numbers. They need to spend a million dollars to provide all the services that they need and to buy all the materials that they need to import, etc. If they are running on a deficit, that means that they need to spend more money than they have. They have to spend on things to bring in or to run the country, but they don't have. So if I need to spend a million dollars but I only make the revenues of the country are only $900,000, then they will run on $100,000 deficit. Okay? "Surplus" is the opposite. "Surplus" is when the government or any company, you don't have to apply this to a government, when you have more money than you need for the budget. So if I need to spend a million dollars over the next year, but I have a million and a half, then I have half a million dollar surplus, which is always a good thing. "Inflation/deflation". "Inflation" is when prices of goods and services go up, but wages stay the same. So, basically, the purchase power of the individual goes down. You have the same amount of money, but you can buy fewer things or you can hire fewer people to do to have services for you. "Deflation" is the opposite. That's when prices go down, and the value of your dollar or your currency goes up. Both situations are not good.

The Most Persistent Economic Fallacy of All Time!

From a lecture given by Dr. Milton Friedman in Erie, Pennsylvania (1978). This is essentially a restatement of the "parable of the broken window." This fallacy has been known since at least 1850 when French theorist Frédéric Bastiat published a pamphlet entitled, "That Which is Seen and That Which is Not Seen." According to economist Walter Block, the book was instrumental in converting him from communism to capitalism. (Incidentally, Block's book "Defending the Undefendable" was instrumental in converting John Stossel to libertarianism.) That was the program under which the government paid consumers up to $4,500 when they traded in an old car and bought a new one with better gas mileage. The traded-in cars — which had to be in drivable condition to qualify for the rebate — were then demolished: Dealers were required to chemically wreck each car's engine, and send the car to be crushed or shredded. Congress and the Obama administration trumpeted Cash for Clunkers as a triumph — the president pronounced it "successful beyond anybody's imagination.'' Which it was, if you define success as getting people to take "free'' money to make a purchase most of them are going to make anyway, while simultaneously wiping out productive assets that could provide value to many other consumers for years to come. Instead it disproportionately benefited foreign car companies, which create fewer North American jobs per auto dollar than the Detroit Three do. And sales came mostly from inventory, doing little to increase production and jobs. What's more, by junking clunkers, the program removed many low-end vehicles from the used-car market, running up prices for the lower-income people who'd normally buy them. So we hurt the people most in need of help, while throwing taxpayer dollars down the drain. National Economic Council (1) The President shall constituted a National Economic Council which shall consist of- (a) the Prime Minister, who shall be the Chairman of the Council; (b) the Chief Ministers and one member from each Province to be nominated by the Chief Minister; and (c) four other members as the Prime Minister may nominate from time to time. (2) The National Economic Council shall review the overall condition of the country and shall, for advising the Federal Government and the Provincial Governments, forumulate plans in respect of financial, commercial, social and economic policies; and in formulating such plans it shall, amongst other factors, ensure balanced development and regional equity and shall also be guided by the Principles of Policty set out in Chapter 2 of Part-II. (3) The meetings of the Council shall be summoned by the Chairman or on a requisition made by one-half of the members of the Council. (4) The Coucil shall meet at least twice in a year and the quorum for a meeting of the Council shall be one-half of its total membership. (5) The Council shall be responsible to the Majlis-e-Shoora (Parliament) and shall submit an Annual Report to each House of Majlis-e-Shoora (Parliament). 157 Electricity. (1) The Federal Government may in any Province construct or cause to be constructed hydro-electric or thermal power installations or grid stations for the generation of electricity and lay or cause to be laid inter-Provincial transmission lines [:] [Provided that the Federal Government shall, prior to taking a decision to construct or cause to be constructed, hydro-electric power stations in any Province, shall consult the Provincial Government concerned. ] (2) The Government of a Province may- (a) to the extent electricity is supplied to that Province from the national grid, require supply to be made in bulk for transmission and distribution within the Province: (b) levy tax on consumption of electricity within the Province; (c) construct power houses and grid stations and lay transmission lines for use within the Province; and (d) determine the tariff for distribution of electricity within the Province. (3) In case of any dispute between the Federal Government and a Provincial Government in respect of any matter under this Article, any of the said Governments may move the Council of Common Interests for resolution of the dispute. 158 Priority of requirements of natural gas. The Province in which a well-head of natural gas is situated shall have precedence over other parts of Pakistan in meeting the requirements from the well-head, subject to the commitments and obligations as on the commencing day. 159 Broadcasting and telecasting. (1) The Federal Government shall not unreasonably refuse to entrust to a Provincial Government such functions with respect to broadcasting and telecasting as may be necessary to enable that Government- (a) to construct and use transmitters in the Province; and (b) to regulate and impose fees in respect of, the construction and use of transmitters and the use of receiving apparatus in the Province: Provided that nothing in this clause shall be construed as requiring the Federal Government to entrust to any Provincial Government any control over the use of transmitters constructed or maintained by the Federal Government or by persons authorised by the Federal Government, or over the use of receiving apparatus by person so authorised. NOT ALL TAX CUTS ARE BAD. There can be cases where the taxation, as well as regulation, is actually burdensome for the people and businesses. Case in point: modern-day Russia - massive federal overreach, huge effective tax rates with relatively small nominal tax rates, massive corruption withing the government where state officials can enrich themselves at the expense of businesses and people with little to no responsibility, the state abusing the procedures and checkups to drive unwanted competition out of business, etc. However, the opposite of massive state control is also a net negative. Driving down business taxes at the expense of general welfare of citizens is wrong. Businesses benefit from their employees being well-educated, healthy, safe and well-off. Businesses need productive employees and customers with money. General public, which is comprised of employees and customers, benefits more from these services then it does from tax cuts. When you cut the services in order to reduce taxes in the name of "business-friendliness", you're actually damaging businesses in the long run. And you hurt the people even more.
