Interception was not put on a statutory footing until the Interception of Communications Act 1985. Rapid changes in telecommunications prompted a Government consultation in 1999, which resulted in the passage of the present law, the Regulation of Investigatory Powers Act 2000 (RIPA). Under RIPA, authorisations for the acquisition and disclosure of communications data are issued by “designated persons” within the organisation seeking the data. In order to gain access to the actual content of a communication (for example the text of an email message or a telephone conversation) then a warrant issued by the Secretary of State is generally required. Under a 2006 EC Directive incorporated into UK law since 2009, communications service providers (telephone companies and internet service providers) were required to retain communications data for a year. In April 2014, the European Court of Justice declared the 2006 Directive invalid. In response to the resulting uncertainty, the Government introduced the Data Retention and Investigatory Powers Act 2014 (DRIP), a fast-tracked piece of legislation passed with cross-party agreement by both Houses in July 2014. A draft Communications Data Bill was announced in the Queen’s Speech in 2012 and published on 14 June 2012. The Bill was subject to pre-legislative scrutiny and some aspects of the Government’s proposals were criticised. Frequently referred to by critics as a “snooper’s charter”, it was opposed by the Liberal Democrats and not taken forward in the 2012-13 session. The draft Bill would have extended powers to cover messages sent on social media, webmail, voice calls over the internet and gaming in addition to emails and phone calls. Data sharing tool of the Czech Geoportal
Data Regulation (COMMISSION REGULATION (EU) No 268/2010 of 29 March 2010 implementing Directive 2007/2/EC of the European Parliament and of the Council as regards the access to spatial data sets and services of the Member States by Community institutions and bodies under harmonised conditions) entered into force two years ago, one of the deadlines for harmonisation has already passed in October 2011. Most of the Czech stakeholders had not known about the Regulation before the information campaign was held at all regional authorities in autumn 2010. Despite the fact that the central bodies were informed about the Regulation much earlier than the regional and local authorities, their role still remains unclear to many of them As in other European countries, a working group for data sharing and licensing of voluntary experts from central bodies, local and regional authorities and representatives from private companies has started to meet. But it was quite late - in June 2010. This group is supposed to analyse the situation of today's licence policy in the Czech Republic and to find out whether a framework agreement based on a model of INSPIRE licence between the Czech data providers and European bodies and institutions would be also acceptable on the national level. In addition it is also supposed to find out under which conditions access to data is provided in emergency cases. Desired stage within the Czech Republic is to have as many data providers as possible covered by a framework agreement in relation to EU as a first step and then, as the second step, to use this approach for data sharing among the public authorities within the country in order to set a transparent licence policy. However setting such a stage is a long on-going process because creation of a common licence policy is something quite new. Data providers are used to relying on their licence contracts as many of them do not even consider 24/7 emergency access to data. That is why CENIA, Czech Environmental Information Agency, a creator of the National Geoportal, started to develop a tool that would facilitate the data sharing process. The data sharing tool is integrated within the e-shop module. Authorized users have granted access to data sets they are entitled to use. EU bodies are among them. Data providers prepare their data sets as "products" that are published in the e-shop. These products can be accompanied by as many licence contracts as the data provider requires, the same applies to the scale of the licensing fees. Both hard copy contracts and click licences are considered. Moreover by giving access rights to a user or a user group from the user registry data can be shared directly. Selected user then accesses the "privileged" data in their user profile after they log-in to the Geoportal. This tool should solve two major problems -- data sharing between the Czech data providers and EU bodies, emergency access and could also start a fluent data sharing process among the Czech public authorities. The development is supposed to be finished in mid 2012, a prototype of the tool should form a part of the Geoportal in July 2012. Even if it might look simple and the entire tool is not anything complicated, it took about six months of an intensive work. Fuel consumption and CO2 emissions are specified for a vehicle variant and not for a single car. The applied standard test procedure enables comparison between different vehicle types and different manufacturers. In addition to the fuel efficiency of a car, driving behaviour as well as other non-technical factors play a role in determining a car's fuel/energy consumption, CO2 emissions and electric range. CO2 is the main greenhouse gas responsible for global warming. From 1 September 2017, certain new vehicles will be type-approved using the World Harmonised Light Vehicle Test Procedure (WLTP) according (EU) 2017/1151 as last amended, which is a new, more realistic test procedure for measuring fuel consumption and CO2 emissions. From 1 September 2018 the WLTP will fully replace the New European Drive Cycle (NEDC), which is the current test procedure. During NEDC Phase-out, WLTP fuel consumption and CO2 emissions are being correlated back to NEDC. Beyond Borders
Fostering the free movement of people has been an important objective of European integration since the 1950s. Free movement of goods, persons, services and capital were identified as foundations of the Community in the Treaty of Rome (1957). Schengen. During the 1980s five Member States (Belgium, France, Germany, Luxembourg, the Netherlands) decided to create a territory without internal borders. They signed the first agreements in a small town in Luxembourg called Schengen hence, the "Schengen area" -- a territory in which the free movement of persons is guaranteed. The original agreement was complemented in 1990 by a convention. When this convention entered into force in 1995 it abolished checks at the internal borders and created a single external border. Whatever their location is officers working at the external border perform border checks in accordance with identical procedures. The rules governing visas and the right to asylum are also common for all Schengen countries. In order to keep the balance between freedom and security, participating member states agreed to introduce so-called "compensatory measures". These are focused on cooperation and coordination of the work of the police and judicial authorities. Organised crime networks do not respect borders; therefore this cooperation is key to safeguarding internal security. In 1999 with the signing of the Treaty of Amsterdam this intergovernmental cooperation was incorporated into the EU framework. On the 26 October 2004 the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) was established by Council Regulation (EC) 2007/2004.

MIFID stands for the Markets in Financial Instruments Directive (2004/39/EC) Since 2007, its been applicable in the European Union (EU) and is the corner stone of the EU regulation of the financial markets seeking to improve the competiveness of the financial markets creating a single market for investment services of activities and to ensure a high degree of harmonized protection for investors in financial instruments. The magnitude of changes and opportunities it will bring to the Australian shores is yet to be determined as listed companies compete the available capital around the globe. This series of conversations and interviews with major players in the both Australasian and European Financial Markets will share their observations and together we explore the pros and cons of the regulatory changes that will come into play from January 2018. It seems the 3 most significant disruptive yet positive opportunities are: 1) The unbundling of the research product which means the breaking up of research of companies, trading commissions and corporate access because under the new regulations these three items can not be paid for collectively. 2) The increased importance of the Investor Relations Practitioner and their role in managing the process to meet right investors. 3) The use of technology and the rise of the Independent Research person and online platforms catering for both research and corporate access. i2010 Digital Libraries: An EC initiative for cultural heritage and scientific information
Speaker: Mr Luca Martinelli Description: The presentation provides an overview of the Commission initiative "i2010 Digital Libraries", a flagship project of the Commission's overall strategy launched in 2005 to boost the digital economy, the i2010 strategy. The Digital Libraries' initiative aims at making Europe's diverse cultural and scientific heritage (books, journals, films, maps, photographs, music, etc.) easier and more interesting to use online for work, research and study. The Commission outlined its strategy in the Communication "i2010: Digital Libraries" (2005), and later in the Communication on "Scientific Information in the Digital Age" (2007). A first strand of action aims at improving the framework conditions (legal, organisational, financial and technical) for digitisation, online accessibility and digital preservation, so that all digital libraries can benefit from an improved "environment". The instruments used are mainly forms of soft regulation: the use of a Commission Recommendation, incentive measures (co-financing of projects), facilitation of stakeholders' dialogue, coordination with national authorities and cultural institutions. A second strand of action aims to the launch of a real European digital library, a common multilingual internet access point to the distributed cultural collections of Member States (EUROPEANA). Webinar on how to develop tests for the new common INSPIRE validator
The Joint Research Centre (JRC) of the European Commission is organising a webinar on how to develop tests for the new common INSPIRE validator. After a period of testing at JRC and with interested validation experts, version 1.0 of the common INSPIRE validator will be released shortly and presented in a workshop during the 2017 INSPIRE Conference. The current version of the validator covers tests for the INSPIRE TGs on metadata (v1.3), download services (Atom and WFS) and Annex I data themes. In order to arrive at a complete INSPIRE test framework, additional tests need to be developed, e.g. for the new version (2.0) of the metadata TGs, view services, Annex II+III themes and other download service options (SOS, WCS). Also, some Member States or thematic communities may want to add their own tests on top of the existing ones. A webinar took place on Monday, 3rd of July 2017 to inform stakeholders about the current status of the validator and to introduce the steps necessary for developing additional tests to be added into the INSPIRE test framework. Given the generic nature of the Directive, Implementing Rules that must be adopted by the Member States together with Technical Guidelines that help Member States to comply with these Implementing Rules have been developed. To help implementers of INSPIRE to test conformance, the European Commission has decided to develop one single Test Framework to overcome discrepancies in conformance testing across Member States. This common validator will help to overcome the drawback of having incompatible test results over different test frameworks from country to country by standardising the testing process. Furthermore, it will also help implementers of INSPIRE to test conformance and develop solutions which are validated as INSPIRE compliant using a single, official and common validation process. This will result in an optimisation of efforts when it comes to the development of INSPIRE compliant geolocation solutions.

There is broad global agreement on basic principles of competition policy: Firms with market power should not engage in conduct that mainly harms competition; mergers should not lead to monopoly; government subsidies should not favor some competitors over others. But important debates remain. How much weight should be given to keeping prices low versus creating incentives for investment and innovation? Should antitrust seek to protect competitors or competition? On September 18, European Commissioner for Competition Margrethe Vestager will visit AEI to discuss the EU perspective on these and other important issues in competition policy. Energy Saving for Sash Windows  - A Film For Joiners
The new Ecotilt energy saving could revolutionisevyour business. Reg Bishop from Forest Hall Joinery explains what it's done for him Mark: Hello and welcome to this introduction to Ecotilt, the timber sash window that has achieved a high energy rating, that is quick and easy to assemble, and could possibly revolutionize your business. I'm here at Forest Hall Joinery with Reg Bishop. And Reg, you just achieved a B rating, haven't you? Reg Bishop: That's right, yeah. Mark: What have the implications been of getting that? Reg Bishop: Main thing, I think, is the way the business is going to change around. It's going to roll from what we used to do. I think the windows are going to be big and I can see that our business really will just purely be making the Ecotilt window because I know that there's going to be a demand for it, mainly because of the energy rating that it's got. I know and I think that's going to be the way my business will go. Mark: How easy was it to get the rating? Reg Bishop: It was easy, really, because the registration, there has to be filled in, an application and so on. But you get help from Mighton on that. Someone from Toronto comes down to do an audit in the workshop just to see how we can prove the window that goes out the door is the same as the one that was tested. It was fairly simple and straightforward. Mark: The key to success here and the reason why you can guarantee that each window is up to that rating is because the windows come in kit form, don't they? Reg Bishop: Yeah. Compared with the way we used to make black sash windows is the traditional way. Now, it's just so much simpler. Essentially, you get, in the kit from Mighton, an element of UPVC which forms the jambs of the window. We've just fixed to that seal and a head out of timber. There's some cladding goes on it. And the frame really, compared with the old days when we used to make the original ones, if you're just making one window, you'd be talking about a day to make a frame at least. I mean, making that first one this way, we had it done in three hours. It's the way the frame is made with the UPVC element. And the draft excluder, another bits and pieces, that come from Mighton in a kit. So, each window you make, you get a kit, all the components required for a window. So, traceability is simple and has been taken care of. And also, the knowledge that when the window is made, it works. The sashes slide which we always just have problem with the old ones, getting the draft excluder just good enough to stop drafts but not so strong that it was acting as a brake. With this system, you don't have that problem. You know when you've made the window that it's going to work. Mark: And each kit can be adapted to whatever your order happens to be? Reg Bishop: Oh, yeah. Yeah. It doesn't matter what size the window. I mean, the kits will come in varying sizes anyway. It doesn't matter if it's a sliding black sash window, you know, we know the kits cover it. Mark: Does this mean as you ramp up production that you can move from a, you know, skilled workforce to one perhaps that is less skilled? Reg Bishop: Indeed, yeah. Yeah, you could. I mean, there's a couple of skilled men in the workshop to keep an eye but almost turn it around to where you're just fabricating windows which, to be honest, is not a bad thing. Mark: What was the customer service like for Mighton? Reg Bishop: Well, to be affiliated with Mighton for some time and that their service is great, always has been. And now, with this -- the way it all comes to is in a kit form, the backup from Mighton, their service is great. There aren't problems with them. Mark: Lovely, thanks very much, Reg. So, can Ecotilt really be as good for the joiner as we claim? Well, yes, it can because designers and architects love it for its traditional timber look. Also, at the same time tackling Part L of the Building Regulations and the temporary Working at Height Directive from the EC. It really is quick and easy to assemble and no other vertical sliding sash window has achieved an energy rating quite so high. The substantive case relates to whether there is a fundamental principle of procedure in England and Wales, for the purposes of Article 23(b) of Council Regulation (EC) 2201/2003, that a child must be given an “opportunity to be heard” in every disputed custody case, or that the Court consider giving the child such an opportunity; (ii) if either such principle exists, whether it was breached in this case. The Appellant is the father of a child, D. The Respondent is D’s mother and the Appellant’s former wife. The Appellant and the Respondent are Romanian nationals but formerly lived together in England, where D has lived since he was two months old. The Appellant now lives in Romania though he maintains a rented house in England. The Respondent and D continue to live in England. The Appellant launched proceedings in Romania for the dissolution of his marriage to the Respondent and custody of D. In February 2013, Romania’s highest Court, the Court of Appeal, granted joint custody of D to the Appellant and the Respondent but said D was to live with the Appellant in Romania. The English Courts at First Instance and in the Court of Appeal refused to grant recognition and enforcement to the judgment of the Romanian Court of Appeal on the basis that the foreign proceedings had breached a fundamental principle of the procedure of England and Wales. The father sought to pursue a further appeal to the Supreme Court. The Supreme Court unanimously rules that it does not have jurisdiction to hear the father’s appeal, which must therefore be struck out.
