The Fulbright Program, the U.S. government's flagship program in international educational exchange, was proposed to the U.S. Congress in 1945 by then freshman Senator J. William Fulbright of Arkansas. In the aftermath of World War II, Senator Fulbright viewed the proposed program as a much-needed vehicle for promoting "mutual understanding between the people of the United States and the people of other countries of the world." His vision was approved by Congress and the program signed into law by President Truman in 1946.

Some have defined two general meanings according to its involvement of students. The first refers to education that transcends national borders by the exchange of people, for example, by students travelling to study at an international branch campus, as part of a study abroad program or as part of a student exchange program. The second is a comprehensive approach to education that intentionally prepares students to be active and engaged participants in an interconnected world. The International Baccalaureate defines the term according to criteria such as the development of citizens of the world in accordance to culture, language, and social cohesion, building a sense of identity and cultural awareness, encrypting recognition and development of universal human values, encourage discovery and enjoyment of learning, equip students with collectivist or individualistic skills and knowledge that can be applied broadly, encourage global thinking when responding to local situations,encourage diversity and flexibility in teaching pedagogies and supply appropriate forms of assessment and international benchmarking. While definitions vary in the precise language used, international education is generally taken to include: 1. Knowledge of other world regions & cultures; 2. Familiarity with international and global issues; 3. Skills in working effectively in global or cross-cultural environments, and using information from different sources around the world; 4. Ability to communicate in multiple languages; and 5. Dispositions towards respect and concern for other cultures and peoples. International education has a somewhat unusual position in higher education. While recognized as an important sphere of activity, it tends to be handled by administrative offices at the top of departments of languages and literature and international affairs. The scholars involved in international education usually have their primary involvement in other teaching and research. This leads to four distinctive characteristics particular to the field of international education: 1. There is little consensus concerning the guiding theme of the field as well as its scope. Should the field stress internationalization, transnationalization, or globalization? 2. International education is not a prominent feature of the contemporary higher education experience. Using enrollment in foreign languages as an indicator, 16 percent of all U.S. college students were enrolled in foreign languages in the peak period of the 1960s; the proportion is currently down to 8 percent (Hayward, 2000, p. 6). 3. There is imbalance in regional coverage. The regions and languages covered at a particular institution are a function of idiosyncratic patterns of faculty recruitment. Nationally, there is reasonable coverage of Western Europe and Latin America and most European languages compared to limited coverage of Africa and the Middle East. For students enrolled in foreign languages, Spanish is the most popular followed by the other major languages of Western Europe; 6 percent enroll in Asian languages. Languages of the Middle East make up only 2 percent (1.3 being Hebrew and .5 percent Arabic). The languages of Africa constitute only 0.15 percent of enrollments. 4. Because international education is not a primary concern of most scholars in the field, research is somewhat sporadic, non-cumulative, and tends to be carried out by national organizations as part of advocacy projects (e.g. Lambert, 1989; Brecht and Rivers, 2000). The most recent example is the American Council of Education's (ACE's) Internationalization of Higher Education: A Status Report. (Hayward, 2000). However, programs through various institutions, such as the Fulbright Commission Belgium offer research opportunities for those wishing to study abroad.

The World Affairs Council – Washington, DC’s (WAC-DC) inaugural Global Education Teacher- International Exchange Program (GET-IEP) between Washington, DC and Johannesburg has officially launched. Five high school teachers from Washington DC, Montgomery County, Maryland & Northern Virginia were paired with five of their counterparts from educational institutions in Johannesburg, South Africa to co-teach global education courses, during the 2015/16 academic year, in South Africa and the United States.

For the second year in a row, six professors from Romania are spending the fall semester on the River Campus as visiting faculty at the University’s Ain Center for Entrepreneurship. By the end of the three-year Romanian Faculty Scholars Program, 18 professors from the eastern European nation will have had the chance to observe all aspects of the center’s initiatives, take classes, meet business leaders, and return home to incorporate what they’ve learned into their own programs. The Romanian Professor Entrepreneurship Education and Networking Program is funded by the Romanian-American Foundation and conducted in partnership with the Fulbright Commission. The Ain Center was chosen in 2016 as the host site by the Council on International Educational Exchange (CIEE), which managed the application and selection process on behalf of the Romanian-American Foundation. Fifteen schools applied, and Rochester was the only one chosen. The Ain Center is named in recognition of Mark Ain ‘67S (MBA) and his wife, Carolyn, for their long-established leadership and support of entrepreneurialism across the University. The center developed a strategic plan for entrepreneurship spanning 2015 to 2020. One of the four proposed goals is to focus on improving the national and international reputation of the University’s entrepreneurial initiative. Rochester also hosted the International Conference of the Global Consortium of Entrepreneurship Centers in fall 2016. The conference set a record with nearly 450 attendees from 14 countries and 214 universities. “I’m very excited to welcome the second cohort of Romanian faculty to Rochester,” says Duncan Moore ’74 (PhD), vice provost for entrepreneurship, director of the center, and the Rudolf and Hilda Kingslake Professor in Optical Engineering Science. “The visiting faculty, all with expertise in technical or business disciplines, are particularly interested in observing the University’s NSF I-Corps programming. I-Corps teams receive training on the customer discovery process and business model canvas iteration, ultimately determining the market potential of a technology. The faculty can apply this co-curricular approach when they return to their universities in Romania.” Natalie Antal ‘11S (MS), the Ain Center’s associate director, says the center was selected because it houses an established, University-wide, interdisciplinary entrepreneurship initiative, and the socioeconomic climate and size of the Rochester region are comparable to areas where the visiting Romanians teach. The visiting faculty also have expertise in STEM fields, and the University is recognized as a leader in its technical entrepreneurship offerings. Mihai Dragomir, an associate professor of design engineering and robotics at Technical University of Cluj-Napoca, who is among this year’s group of visiting faculty, appreciates that the Ain Center is connected with big and small companies, both locally and nationally. “Initiatives and ideas move faster, the students have more opportunities, and new and creative ideas can quickly reach the market,” he says. Alma Pentescu, a teaching assistant and marketing PhD at Lucian Blaga University in Sibiu, says her experience at the Ain Center will be valuable in helping her school achieve its goals to become “focused on students’ and society’s needs, and relevant in terms of national and international research.” “There’s a lot of experience here,” she says. “It’s something we don’t have much of back home.” This year’s participants have completed an orientation for the Technical Entrepreneurship and Management (TEAM) MS program, and are taking the courses Screening Technical Opportunities and Economics, Marketing, and Strategy Primer for Entrepreneurs. In addition, they’re attending classes related to their teaching fields, which range from data science and computer science to mechanical engineering and optics. They’ve explored the wider University and region, attending iZone events, as well as meetings with the Rochester Angel Network and the Finger Lakes Regional Economic Development Council. They’ve taken a cruise on the Erie Canal, visited Niagara Falls, and will visit innovation hubs in Boston and Washington, D.C. Later in the semester, they’ll attend the Global Consortium of Entrepreneurship Centers conference in Halifax, Nova Scotia. All six live in an apartment complex in Henrietta, a suburb near the River Campus. “We are in contact all the time with both faculty and students,” Dragomir says. “We like the atmosphere here. We like how the students collaborate. We like the diversity—of people and ideas.” “The Ain Center not only teaches the values and skills associated with innovation, leadership, and problem-solving, but it places these values into practice every day,” says Jane Gatewood, the University’s vice provost for global engagement. “Being chosen to receive the scholars clearly demonstrates the Ain Center’s standing as a thought leader.”

OVPDEMA sends students to Ghana, offers free passports

For the first time in 2016, Indiana University’s Office of the Vice President for Diversity, Equity, and Multicultural Affairs partnered with the Council on International Educational Exchange to get free passports into the hands of IU students. The CIEE’s Passport Caravan initiative helps offer first-generation, minority and low-income students a chance to see the world. IU’s partnership with this initiative offered 280 free passports to IU students in February. “Had they not had these passports, they may not think about applying for study abroad opportunities,” said Ochmaa Escue, OVPDEMA’s director of the Overseas Studies and Scholarship program. “I think eventually we will see a lot more of them using their passports.” As another way of helping students get the opportunity to go abroad, OVPDEMA’s Overseas Studies and Scholarship program has sent more than 200 students abroad since 2002. This program, offering trips and scholarship opportunities, allows students to earn credits toward their degree while traveling to a foreign country to learn about a different culture. This past May, for two weeks OVPDEMA’s annual trip to Ghana took students to various universities to engage with Ghanaian students, an elementary school, the Dagara Music Center and more. “I think that everyone should travel abroad,” said Toni Pringley, a sophomore who went to Ghana this past summer through OVPDEMA. “I think there is nothing more amazing than being able to go to a different communities and learn about different cultures. It’s honestly priceless.” ​

Semester in St Petersburg - CIEE's Spring 2013

Here are some highlights from our semester in St. Petersburg in the Spring of 2013, between 30 January - 22 May. The study-abroad program, run by Council on International Educational Exchange, (CIEE), brought together over 70 American students from many universities, all with one thing in common - a desire to study Russia and the Russian language! Again, this video is dedicated to those who had to go back home (mostly for medical reasons) without being able to finish with the rest of us. The songs "Nebesa-ladoni" by Ani-Lorak, "Nara" by ES Posthumous, "Hallelujah" by Rufus Wainwright, and "Kiss on the Neck" as well as "Dream Big" by David Cook are not my intellectual property in any way, but rather belong to their mentioned performers. Their music is not being used for any financial gain. (Apparently is actually is important to credit them with this stuff to please the YouTube gods.) Natale Antonel is an incoming exchange student from Cordoba Argentina. Antonel studies, international relations at Universidad Catholica de Cordoba and he chose to do his study abroad program at AUS. For Antonel, he personally really enjoyed his experience at AUS. Antonel felt that he grew personally during his stay here, because of the cultural diversity that AUS provided. The study abroad experience allowed him to interact with people of different backgrounds, different nationalities, different stories and different religion. Hamed Al-Sagban is an outgoing exchange student. He is a senior AUS student, doing a double major in Bachelor of Science in Mathematics and Bachelor of Science in Electrical Engineering. His aspiration is to pursue an academic career and for that to happen, Al-Sagban plans on doing graduate school in Mathematics. Al-Sagban started off at AUS as an Electrical Engineering student and shortly after he realized that Mathematics was what he wanted to continue in graduate school, leading up to his decision on doing a double major in both fields. During his studies in AUS, Al-Sagban spent a year studying abroad in Budapest, taking advance Mathematics courses. Working in conjunction with the U.S. Department of State and the youth exchange community, the Council on Standards for International Educational Travel (CSIET) is pleased to announce the launch of a joint public service announcement campaign: "Host Exchange Students." The campaign encourages American families and schools to get involved in citizen diplomacy by opening their communities to foreign exchange students. "When it comes to increasing understanding between different cultures and countries, nothing is as powerful as sharing your daily life with someone from another part of the world," said Alina Romanowski, Deputy Assistant Secretary for Professional and Cultural Exchanges at the Department of State's Bureau of Educational and Cultural Affairs. Jesus Trillo is an incoming exchange student from the University of Texas at El Paso. Originally from Mexico, Trillo decided to take the study abroad opportunity and come to AUS because he was attracted to the mechanical engineering program provided at AUS. He wanted to experience the application of mechanical engineering in the UAE. Not only that, Trillo wanted to break any form of prejudice he had back home of the religion and was open to studying Islam. He also wanted to discover the cultural diversity which AUS is made up of and this added to developing his communication skills. Trillo’s thought on communication across culture is of significance in the globalized society. Semester in Saint Petersburg - CIEE's Spring 2013

Here are some highlights from our semester in St. Petersburg in between 30 January - 22 May 2013. The study-abroad program, run by Council on International Educational Exchange, (CIEE), brought together over 70 students to study Russia and the Russian language! Again, this video is dedicated to those who had to go back home without being able to finish with the rest of us. The songs "Palm of Heaven" by Ani-Lorak, "Nara" by ES Posthumous, "Hallelujah" by Rufus Wainwright, "Once Upon a December" from Anastasia, and "Kiss on the Neck" as well as "Dream Big" by David Cook are not my intellectual property in any way, but rather belong to their mentioned performers. No audio is being used for any financial gain. (Apparently is actually is important to credit them with this stuff to please the YouTube gods.) Thank you to everyone who helped me with sharing pictures and videos, and even more deeply, I thank you for being part of our incredible four months in Матушка Россия.

The IXO department is also there to provide assistance for visiting students, delegations, guests and scholars in organizing their visits and arrangements while they’re here at AUS. Jonathan Wang is an incoming exchange student from the Simon Fraser University, Canada. Wang has never travelled abroad by himself and it took a lot of courage to take the study abroad opportunity to help him get out of his comfort zone and discover something new, gain new experiences and explore what AUS and the UAE has in store. He really enjoyed the cultural aspect of the UAE, especially interacting with the locals, learning from them, making new friends and creating long lasting relationships with peers. Jenna De Castro is an incoming exchange student that studies Business Administration at the University of Mary Washington in Fredericksburg Virginia. Originally from Mexico, she chose to do her semester-long study abroad program at AUS during Fall 2012, as she saw AUS provided a really good Business program. De Castro points out how amazing the professors are, how wonderful the students are – by being supportive, and mentions that the academics difficulty were doable. For her, learning about the culture and Islam was an amazing experience. Here at AUS, De Castro felt safe, welcomed and happy.
